2007 & 2008 NTP Funded Projects

In 2007 and 2008, funding was awarded to the Minneapolis Public Works Department from the Non-Motorized Transportation Pilot Program (NTP). Projects awarded totaled $7,335,000.

One NTP funded project is the Hiawatha Trail Connection, which will build a multi-use path between 11th Avenue S and 3rd Street S, near the Metrodome.

25 competitive awards included:

  • 17 Operations Projects ($1.9 million) – Operations projects focus on striping, signing, and signaling improvements on streets, to improve their functionality for bicyclists. They also include several “bicycle boulevards.”
  • Fillmore Street NE Bike Walk Street ($325,000) – This project will make “bicycle boulevard” improvements to connect Northeast Minneapolis with the Stone Arch Bridge. These will likely include prominent signs, safer crossings of busy streets, and traffic calming features. 2 options for a route are being explored north of 22nd Avenue NE.   • Bicycle and Pedestrian Ambassador Program ($900,000) – This education and promotion effort will work with residents to increase rates of bicycling and walking, and decrease rates of driving.
  • 4 Infrastructure Projects ($3.76 million) – These construction projects will largely provide new multi-use paths for bicyclists and pedestrians.
  • 2 Planning Projects ($100,000) – Hennepin Avenue between Lyndale Avenue S and 8th Street SE ($50,000), and Central Avenue between the Mississippi River and 37th Avenue NE ($50,000), will be studied to evaluate options for improving bicycle use along each corridor.

2 direct awards included:

  • Pedestrian Master Plan ($150,000) – This comprehensive study will examine current city policies, suggest standard design guidelines for sidewalks and crosswalks, and recommend future capital improvement projects for pedestrians.
  • Bicycle Parking ($200,000) – These funds will be used to install bike racks at schools, parks, and other public locations. The funds will also be used to bolster the City’s Bicycle Rack Cost Share Program, which installs racks in the public right-of-way at private locations.
